Syllabus
The rule of law and the administrative law.The concept of administrative law and public administration. The core of administrative law. An historical perspective. The administrative system. Characteristics of the portuguese administrative law. The legal and the principles of the constitution of the administrative organization.The sources of administrative law. The administrative organization. Analysis of the portuguese administrative organization.Public authorities. The central government. Local government. Public corporations. Public-private partnerships. Agencies. Government departments. Decision-makers who are independent from the government.The administrative capacity. Delegation of powers. All the conduct of the executive.
Objectives
To transmit the necessary skills so that students may know the various public agencies and public bodies and their form of action. To study the control which the courts exercise over the institutions which perform public law functions.
Teaching methodologies and assessment
The classes assume a very practical aspect and the resolution of practical cases. The assessment is be continuos, including two mini-tests with the rate of 50% each and the participation of students.
