Presentation

Within the scope of public finance, the presentation of the  relevance of the State's action in the areas that traditionally and modernly are required to be highlighted .  The Public Expenditure and the Revenue vectors - Parts I and II.

The State Budget in which the two vectors are demonstrated, and the rules required in the respective elaboration, approval, execution and control, are developed in Part III.

In a general context and in the European Union in particular, the forms through the which instruments of monetary, exchange and budgetary policy can be used to define public policies - Part IV.

The qualification of Portugal as MS of the EU justifies an approach to the essential aspects of European finance - Part V.

Objectives

GIVE STUDENTS A REASONABLE KNOWLEDGE OF PUBLIC FINANCE. MAKE STUDENTS GET FAMILIAR WITH THE FUNDAMENTALS OF THE FINANCIAL ACTIVITY OF THE STATE AND THE VECTORS IN WHICH IT IS CONCERNED. GIVE STUDENTS THE KNOWLEDGE TO ALLOW THEM TO MAKE A CRITICAL ANALYSIS OF THE STATE BUDGET - STRUCTURE, MAIN PRINCIPLESs, PREEPARATION; APPROVAL; IMPLEMENTATION AND SUPERVISION. MAKE STUDENTS AWARE OF THE POLICIES AVAILABLE BY GOVERNMENTS TO INTERVENE IN THE ECONOMY AND IN THE SOCIETY IN A DOMESTIC, INTERNATIONAL AND COMMUNITY, CONTEXT. ALLOW A BRIEF UNDERSTANDING OF EUROPEAN FINANCES, EMPHASIZING WHICH OWN RESOURCES AND ACTION PLANS (MULTIANNUAL FINANCIAL EXPENDITURE AND MULTIANNUAL FINANCIAL TABLES).

Teaching methodologies and assessment

LECTURE CLASSES COMBINED WITH SMALL EXAMPLES, SPECIFICALLY CHOSEN TO SUPPORT
THE DEVELOPMENT OF THE UNDERSTANDING AND SEIZURE OF THE CONCEPTS.
WRITTEN DRAFT OF DETAILED ABSTRACTS WHOSE TARGET IS TO BE A MEMORY OF ALL THE
ISSUES DISCUSSED AND ITS LEGAL KEY FEATURES. THESE DRAFTS ARE PREVIOUSLY MADE
AND SENT TO STUDENTS IN ADVANCE TO THE CLASSES TO WHICH THEY CONCERN, SO THAT
AN USEFUL DEBATE ON ISSUES CONSIDERED MORE SENSITIVE BECOMES POSSIBLE AND IS
STIMULATED. THE PRACTICAL CLASSES ARE GIVEN AS A BETTER CONSOLIDATION.
BIBLIOGRAPHY OF SUPPORT IS INDICATED FOR THOSE WHO WANT TO GO FURTHER IN SOME
POINTS.¿
THE EVALUATION IS CONTINUOUS UNDER THE FORCE EVALUATION REGULATION WITH TWO
EVALUATION PERIODS - ONE DURING THE LECTIVE PERIOD AND OTHER AFTER ITS
TERMINATION - BOTH IN THE FORM OF THE WRITTEN TEST.
